Medical Reform and Contradictions of Financial Management

Abstract

Publication is devoted to the implementation of medical reform in Ukraine, its goals, problems and obstacles in this way. Authors underlined that the medical reform involved a financial reunciation of vertical management and the participation of local authorities in the distribution of money for out-patient clinics in cities. Polyclinics and ambulatory clinicians need real market managers.
