Zemstvo Medicine in Transition: The 1910 Congress of Physicians of the Tiraspol Uyezd (Kherson Governorate)

Abstract

This study analyzes the institutional condition of zemstvo medicine through archival materials from the 1910 Congress of Physicians of the Tiraspol Uyezd in the Kherson Governorate. Drawing on meeting protocols and statistical reports, the article reconstructs district healthcare organization, epidemiological pressures, sanitary infrastructure, and administrative challenges. The congress proceedings reveal a transitional moment in rural medicine marked by expanding patient demand, persistent infrastructural limitations, and increasing professional self-reflection. Through source criticism and historiographical contextualization, the study situates local medical governance within broader lateimperial public health developments
